Deal Terms

The 9 October EU-China understanding would cap Chinese hybrid and plug-in-hybrid exports at 350,000 vehicles a year for four years from 2027, rising 6% annually from the second year. The legal framework, quota allocation and treatment of European-brand cars made in China are not settled. Battery-electric cars, pharmaceuticals and chemicals are outside the deal.

Summit Pressure

EU leaders met in Brussels on 15 October. Draft conclusions back continued talks with Beijing while urging full use of existing trade-defence instruments and development of new ones. Germany, which opposed EU tariffs on Chinese EVs two years ago, now backs a tougher response, and with France supports a mechanism tied to the planned Industrial Accelerator Act.

Reuters puts the EU goods trade deficit with China at €360 billion in 2025, expected to rise this year. Commissioner Dombrovskis calls the car deal a first step toward rebalancing.

Beijing, London, Washington

China's September surplus with the EU reached $34.8 billion, and Beijing has rejected the proposed EU instruments as protectionist. UK Trade Minister Anas Sarwar said Britain and the EU should act in lockstep on autos, per Politico, and Semafor reports London is ready to coordinate EV tariffs, though no final decision is established. In the US track, SK Hynix is conditioning a new US factory on changes to chipmaking-equipment export limits.

The Commission's December trade-defence proposals are the next test of whether summit language becomes concrete tools.
