A stable average, if insurers follow

Health minister Carsten Linnemann (CDU) announced on Wednesday, 14 October, that the average additional contribution rate for statutory health insurance (GKV) can stay stable in 2027. The forecast serves as the basis for the 2027 rate, and it comes from the GKV Schätzerkreis, a panel of experts from the health ministry, the Federal Office for Social Security and the GKV umbrella association. The panel deliberated on Tuesday and Wednesday, and in the evening the federal office said its estimates for 2027 produce a calculated average of 2.9%, unchanged from the current level. Linnemann credited the expected slower rise in insurers' spending mainly to the GKV Contribution Rate Stabilisation Act, which relieves the funds by up to 15 billion euros on the expenditure side next year.

What the 2.9% figure means for contributors

The 2.9% is a calculated average, not a rate every fund must charge, because each statutory health insurer sets its own additional contribution. That surcharge sits on top of the general contribution rate of 14.6%, so employees and employers each pay half of a combined 17.5% of gross wages. The average was also set at 2.9% for 2026, yet insurers currently charge a little over 3.1% on average, according to GKV figures.

The income ceiling for contributions (Beitragsbemessungsgrenze) rises more sharply than usual at the turn of the year. That increase hits higher earners in particular. Other employees and pensioners could also face higher costs if insurers raise their surcharges again.

Linnemann on the reform

Linnemann said the most important objective had been met, and he presented the stable outlook as a positive sign after repeated increases. He framed it in his own words:

After repeated contribution increases, this is a good sign.

— Carsten Linnemann

He also refused to gloss over the problems, saying the financial situation of the health insurers remains tense despite the reform. He argued that the structural problems of statutory health insurance must be solved so that its financing rests on a solid footing over the long term. The federal government had recently launched a multibillion-euro savings package to prevent a further rise in contributions, against a backdrop of sharply rising health spending.

Timeline and next steps

The panel's deliberations ran over two days, Tuesday, 13 October, and Wednesday, 14 October, and the federal office published its result that evening.

Path to the 2027 average contribution rate
  1. Schätzerkreis begins two days of deliberations
  2. Federal office reports calculated 2027 average unchanged at 2.9%
  3. Deadline for the health ministry to set the average rate

Under the rules cited in the articles, the health ministry must set the average additional contribution by 1 November of each year. Whether the stable outlook holds depends on individual insurers following the panel's recommendation, and it remains open whether all of them will do so. The average therefore remains a calculation, while the rate each member pays will be set by their own fund.
