Project Meridian and future warfare mandate

United States Defense Secretary Pete Hegseth announced the creation of Project Meridian on 1 October 2026 during an address at Marine Corps Base Quantico in Virginia. The 120-day advisory panel brings together technology executives and political figures to identify military capabilities for future battlefields. Hegseth appointed SpaceX chief executive Elon Musk, Anduril Industries founder Palmer Luckey, and former Republican House Speaker Newt Gingrich to co-lead the effort alongside Pentagon official Emil Michael, a former Uber executive. The group must evaluate how the military can deploy autonomous weapons, artificial intelligence, robotics, biotechnology, and directed energy. The Pentagon stated that the panel will study operational domains stretching from subterranean environments to regions beyond the Moon.

Hegseth described the technological shift during his speech to service members.

We are witnessing rapid advances in artificial intelligence, autonomy, directed energy, robotics, and biotechnology, among other critical high-tech areas. Together, these new domains, new ways of fighting, and technological developments will profoundly alter the nature of war.

— Pete Hegseth

Corporate defense ties and government advisory roles

The appointment marks Musk's return to an official advisory role after leading the Department of Government Efficiency early in President Donald Trump's second term. That prior tenure ended after a dispute over a federal budget proposal in June 2025. Both Musk and Luckey oversee defense contractors that maintain existing business with the Department of Defense. SpaceX supplies communications satellites and works on the Golden Dome ballistic missile shield, a project projected to cost as much as $1.2 trillion, while the military also uses Musk's Grok artificial intelligence software. Luckey's company, Anduril, produces autonomous surveillance drones, long-range cruise missiles, and semi-autonomous fighter aircraft.

Elon Musk's government advisory and campaign timeline
  1. Musk donates $291.5 million to Republican campaigns and Donald Trump
  2. Musk departs DOGE role following a public dispute over the federal budget
  3. Musk resumes political spending through America PAC ahead of midterms
  4. Hegseth appoints Musk to co-lead Project Meridian at Quantico

Campaign finance and conflict of interest scrutiny

Musk and Luckey are among the largest political donors supporting Republican candidates. Campaign records show Musk contributed $291.5 million during the 2024 presidential cycle and reactivated his America PAC for the 2026 midterms, spending $6.4 million against Democrat James Talarico in Texas, $3.4 million against Abdul el-Sayed in Michigan, and $1.0 million to support Ken Paxton. Luckey has organized west coast fundraising events for Republican candidates including Ted Cruz, Rick Scott, and Ken Calvert. The inclusion of defense vendors on the advisory board drew scrutiny from defense specialists regarding regulatory oversight.

It is very problematic that the US military is making itself so dependent on one person and one company.

Broader Pentagon restructuring and force reductions

Project Meridian forms part of a wider administrative overhaul presented in Hegseth's speech. The Pentagon announced plans to reduce the number of generals and admirals across the armed services by 20% and to establish a dedicated drone command. Hegseth also opened a bidding process for all 50 US states to host a new military installation designed for 15,000 to 25,000 personnel, which would represent the first domestic base established in 40 years. This announcement followed the Pentagon's official confirmation that the United States has deployed weapons into orbit. The Project Meridian advisory panel is scheduled to submit its initial strategic recommendations within 120 days.
