Energy Ceasefire Collapses

Trump announced an energy ceasefire on 11 October with no published scope or monitoring mechanism. Moscow never confirmed it, and Peskov said on 14 October that no terms or covered facilities were agreed.

Zelenskyy said on 15 October that Kyiv paused refinery strikes for three days at Washington's request and is resuming them because Russian attacks on energy sites continued. He called additional US Patriot interceptors a condition for another pause, and criticised an interruption of US intelligence support and weakened Starlink connectivity. Ukrainian drones set the Ryazan refinery on fire.

Strikes and Pressure

Russian strikes have cut power to about 600,000 Ukrainians, and a drone hit a supermarket in Odesa region. Twelve US senators urge Trump to drop the diesel arrangement.

Brussels Talks

Zelenskyy is pressing EU leaders at the 15–16 October European Council for more money and tougher sanctions. Kallas says Russian oil revenues finance the war, so reducing them is relevant to ending it. Finland's Orpo says Europe must prepare to fund Ukraine without relying on Washington, while frozen Russian assets remain disputed. The test is whether leaders agree a funding route for Ukraine's external needs.
