Aid package and industrial deals
German Chancellor Friedrich Merz arrived in Kyiv by train on 4 October 2026 alongside Economy Minister Katherina Reiche and a German business delegation. During a joint appearance with Ukrainian President Volodymyr Zelensky, Merz announced a support package comprising 1 billion euros in military assistance and 350 million euros for urgent energy repairs. The military tranche includes long-range systems, satellite technology, and equipment to counter high-speed Russian jet drones. Alongside direct state aid, representatives of both countries concluded industrial partnerships. German officials cited 14 contracts totaling approximately 6.6 billion euros, while the Ukrainian presidential office documented 15 agreements exceeding 8.5 billion euros, financed partly through European loan facilities.
What is important about this visit is that Germany is not only helping Ukraine, but Ukraine is also sharing knowledge, experience, and orders. This creates jobs in Germany.
Defense production and energy agreements
The commercial agreements focus on air defense production and grid repair. The Ukrainian Ministry of Defense signed three memorandums with Diehl Defence for IRIS-T air defense systems, missiles, and ammunition. Hensoldt agreed to provide radar equipment, while Quantum-Systems signed agreements covering SPYS jet-drone interceptors and localizing Ukrainian drone production in Germany. State grid operator Ukrenergo partnered with German operators 50Hertz and Amprion to procure replacement transformers, cables, and generators. Naftogaz and the Ukrainian Energy Ministry engaged Siemens Energy to explore deploying 12 gas turbine units and fortifying underground gas storage facilities against aerial attacks.

Air strikes across the capital
The diplomatic visit took place during Russian aerial strikes on Kyiv. Air raid sirens sounded across the city, with alerts appearing on mobile phones about 60 seconds before the leaders held their press briefing. Earlier on 4 October, a Russian drone strike hit the Northern Bridge across the Dnipro River, injuring two people and damaging local hot water infrastructure. Merz and Zelensky also inspected damage at the Ukrainian Academy of Sciences, where a strike the previous week killed at least two people. Merz addressed the Russian leadership directly during the briefing.
Mr. Putin, end this senseless war! We are ready for talks.
Diplomatic developments and regional fallout
The Kremlin rejected calls for a ceasefire and pledged to intensify strikes against Ukrainian infrastructure following Ukrainian drone operations against Russian oil refineries. Kremlin spokesman Dmitry Peskov restated Moscow's military stance regarding the Donetsk region.
We are ready to fight even for 0.01% of the territory of Donetsk, and those who believe it is possible to nurture plans to strike a devastating blow against Russia will pay the price, just as Ukraine is doing now.
In diplomatic discussions, Zelensky confirmed receiving a message from United States peace envoy Steve Witkoff urging trilateral talks in October 2026, stating Ukraine is prepared to attend. Zelensky also stated that Russia has shared jet-drone technology with North Korea following previous North Korean supplies of artillery shells and ballistic missiles. Meanwhile, Kyiv faces diplomatic tension with South Korean President Lee Jae Myung regarding the transfer of two captured North Korean soldiers to Seoul.
