Commission names two men

On 19 October 2026, the parliamentary commission of inquiry into the death of David Rossi named two people it says are involved. Commission president Gianluca Vinci made the statement at a session of the commission's office of the presidency. Rossi was communications chief of Monte dei Paschi di Siena (MPS) and died after falling from his office window at Palazzo Salimbeni in Siena on 6 March 2013. Vinci said the office had weighed information gathered by the commission's consultants during some interviews with detainees.

The Office of the Presidency has had the chance to assess informational elements acquired by the Commission's consultants in the course of some interviews with detainees.

Key dates in the David Rossi case
  1. David Rossi falls from his office window at Palazzo Salimbeni in Siena
  2. Massimo Giletti names Giuseppe Mussari as the alleged instigator
  3. Commission names Mussari and Gabriele Ceccherelli as alleged instigator and organizer

Roles attributed to Mussari and Ceccherelli

Vinci said that, on the basis of the commission's findings, Giuseppe Mussari is the alleged instigator of an intimidation action that was initially not meant to lead to Rossi's death. Gabriele Ceccherelli is described as the person who organized the operation and selected the people, not yet identified, to carry out its execution while remaining outside Palazzo Salimbeni himself. Mussari, 64, was president of the Monte dei Paschi foundation from 2001 to 2006 and chaired the bank from 2006 to 2012, and he also led the Italian Banking Association from 2010 to 2013, according to Rai News. Ceccherelli, known as "Lo Zena", is a former player in Florence's calcio storico. The commission stresses that its account is an investigative reconstruction, not responsibility established in a court.

Denials and the Giletti report

The names followed a report by television presenter Massimo Giletti, who had named Mussari as the instigator on 18 October, according to Fanpage. Mussari answered that the claim was a madness and said he would act against Giletti and anyone who repeated it.

What Mr Giletti stated is a madness before even a gravely slanderous accusation.

Ceccherelli denied any role. In remarks to Il Messaggero he said:

I know nothing, I don't know anyone involved in this affair.

— Gabriele Ceccherelli

He added that the only time he had been in Siena was to buy a pair of shoes. He had also told Libero that he learned of the allegations only from newspapers and TV programmes. Vinci said both men would be heard, with legal counsel present and the right not to answer questions.

Case history and open questions

The death was archived twice as a suicide, according to Rai News. Fanpage reports that a video reconstruction by the Carabinieri's RIS found shadows on the alley wall where Rossi's body was found, compatible with several people who stood still for several minutes. Those shadows had earlier been linked to a tourist passing through the area. Fanpage adds that the number 4099099, found on Rossi's phone, is reportedly the certificate number of a bearer fixed-term deposit rather than a standard current account. The commission's names are presented as allegations, and the sources report no court step on them so far.
