The regional government of Castilla y León has filed its 2027 budget bill in the Cortes, allocating 319,745,638 euros to investments and other actions managed by Somacyl, the regional public infrastructure and environment company. Water supply and purification take the largest share at 89,448,175 euros, while industrial and public-use land accounts for 61.8 million euros. The Somacyl total is 5 million euros above the 314.4 million euros in the 2026 draft, which was never approved after debate in the Cortes. Of the total, 257.6 million euros is classed as investment and 62.1 million as other actions.

Housing, rail and fire prevention

Investment in rental housing is set at 43.9 million euros, or 61.4 million once 17.5 million euros of other actions are added. The bill includes 6,213,000 euros for the contribution under the agreement to transform Valladolid's rail network, below the 8.2 million euros in the 2026 draft. Adif has begun court proceedings to dissolve the Valladolid Alta Velocidad 2003 company, after Adif and Renfe announced in late November 2025 that they would end the 2017 agreement. The new fire prevention and extinction directorate, under the Environment and Energy department, accounts for 141.9 million euros, or 65.7% of that section's 216.02 million euros.

Social spending and overall investment

The Culture, Tourism and Sport department will spend more than 52.92 million euros on investments, 24.4% of its budget, including over 11 million euros for cultural heritage. The bill allocates 78 million euros for the Buscyl free transport service, 12.6 million euros for first university enrolments, and 10 million euros each for shower installations and a new motorway user discount. Aid for unions and employers will fall by 33%, a cut announced by vice president Carlos Pollán that applies to aid due for renewal in 2027. Real investment grows 9.45% against the last accounts in force, 2024, despite the loss of about 400 million euros in Next Generation funds that regional money is to cover. Zamora receives 98.24 million euros, 18.53% more than the 82.88 million euros of 2024.
